For most homes we recommend 6" K-style or box gutters with 3"×4" downspouts. The larger capacity handles river-valley rainfall and spring runoff significantly better than the standard 5" size.
For metal or standing-seam roofs, in almost all cases yes. Sliding snow from these roofs hits gutters with enough force to tear them off the fascia. Snow stops are inexpensive insurance against that.
